05/12/2005 32 <br />b. Additions to post -FIRM structures with no modifications to the existing structure shall <br />require only the addition to comply with the standards for new construction. <br />c. Additions and/or improvements to post -FIRM structures whereas the addition and/or <br />improvements in combination with any interior modifications to the existing structure <br />are: <br />i. &-Not a substantial improvement, the addition and/or improvements only must <br />comply with the standards for new construction; and, <br />ii. I-&-A substantial improvement, both the existing structure and the addition and/or <br />improvements must comply with the standards for new construction. <br />d. Where a fire wall or independent perimeter load - bearing wall. is provided between <br />the addition and the existing building, the addition(s) shall be considered a separate <br />building and only the addition need comply with the standards for new <br />construction. <br />(Ord. of 8- 28- 1995, § 5.2, eff. 8 -28 -1995) <br />Sec 42 -93. Specific Standards for stFeams floodplains without established base flow elevations <br />and/oFAoo s (Approximate Zone A). <br />Leeaated Within the areas of speeW flood hazard SFHAs established in Section 42 -37 are <br />small where no base flood data has been provided <br />the following provisions shall apply: <br />1. No encroachments, including fill, new construction, substantial improvements or new <br />development shall be permitted within a distance of fifty (50) feet each side from top of <br />bank or five times the width of the stream whichever is greater, unless certification with <br />supporting technical data by a North Carolina licensed Professional Engineer is <br />provided demonstratinLy that such encroachments shall not result in any increase in <br />flood levels during the occurrence of the base flood discharge. <br />2. If Section 42 -94(1) is satisfied and BFE data is available from other sources, all new <br />construction and substantial improvements within such areas shall also comply with all <br />applicable provisions of this Ordinance and shall be elevated or flood proofed according to <br />elevations established according to Section 42 -37. <br />3. All subdivisions, manufactured home parks, and other development proposals located within <br />SFHAs shall provide BFE data. Such BFE data shall be adopted by reference per Section 3.2 <br />to be utilized in implementing this Ordinance. <br />4.
