05/12/2005 28 <br />(Ord. of 8 -28 -1995, § 5.1, eff. 8 -28 -1995) <br />Sec. 42 -92. Specific standards. <br />In all areas ef speeial fleed hazard SFHAs where BFE data has been provided, as set forth in <br />Section 42 -37 or 42 -69, the following provisions are required: <br />1. Residential Construction. New construction or substantial improvement of any residential <br />structure (including manufactured homes) shall have the lewest floor reference level, <br />including basement, elevated no lower than two feet above the base flood elevation the <br />regulatory flood protection elevation, as defined in Article 2 of this Ordinance. Should <br />solid foundation perimeter walls be used to elevate a structure, opening sufficient to <br />automatically facilitate equalization of hydrostatic flood forces on exterior walls the <br />urAmpeded movements of fleedwat shall be provided pursuant to Section 42 -. <br />2. Non - Residential Construction. New construction or substantial improvement of any <br />commercial, industrial, or other non - residential structure <br />shall have the lowest flee reference level, including basement, elevated no lower than #tee <br />feet above the base fleed eley tie the regulatory flood protection elevation. Structures <br />located in A, AO, AE and Al -30 Zones may be flood proofed no lower than two feet above <br />the level of the base flood elevation in lieu of elevation provided that all areas of the structure <br />below the required flood protection elevation are watertight with walls substantially <br />impermeable to the passage of water, using structural components having the capability of <br />resisting hydrostatic and hydrodynamic loads and the effect of buoyancy. A North Carolina <br />licensed Professional Engineer or Architect shall certify that the standards of this subsection <br />are satisfied. Such certification shall be provided to the official as set forth in Section 42 -68. <br />3. Manufactured Homes. <br />a.
