County of Orange, Historic Preservation Commission Rules of Procedure, Adopted May 27, 1992 <br />The DEAPR Staff may renew an expired Certificate if the proposed <br />work is consistent in all respects with the application approved by the <br />Historic Preservation Commission. Where changes or modifications are <br />proposed to the approved application, the renewal of a Certificate shall <br />be considered as a new application. <br />SECTION 10: Appeals of Commission Action Involving a COA <br />Amended 2/22/2006 <br />Amended 10/5/2010 <br />10.1. Appeals Time Limit. The Historic Preservation Commission hereby <br />establishes that appeals to the actions of the Commission in granting or <br />denying any COA shall be filed with the Board of Adjustment within <br />thirty (30) days of the day of the Commission's decision. <br />SECTION 11: Administrative Approval of COAs <br />Amended 10/5/2010 <br />The following lists provide examples of the types of activities for which a <br />Certificate of Appropriateness is and is not required and provides guidance for <br />administrative approval of COAs. <br />11.1. Normal Maintenance. The Historic Preservation Commission considers <br />the following activities to be routine maintenance of historic properties. <br />The following activities do not require a Certificate of Appropriateness. <br />However, other County permits may be necessary. <br />a. Interior work. <br />b. Painting, interior. <br />C. Replacement of window glass and sash as long as window size, <br />style, and material are not altered. <br />d. Caulking and weather stripping. <br />e. Landscape maintenance, including the removal of dead /damaged <br />plants, provided existing healthy trees and /or shrubs are not <br />removed or severely pruned. <br />f.
