County of Orange, Historic Preservation Commission Rules of Procedure, Adopted May 27, 1992 <br />f. The Commission shall receive testimony from persons opposed to <br />the COA. <br />g. Discussion of the case by Commission members. <br />h. The Commission shall make its decision and may approve, approve <br />with conditions or deny the application. In making its decision, the <br />Commission shall make findings of fact indicating the extent to which <br />the application is or is not consistent with the historical character and <br />qualities of the historic district and /or historic landmark, whichever <br />is applicable. In the case of a request for a COA for demolition, the <br />Commission shall state the effective date of approval of the COA. <br />SECTION 9: Issuance of a Certificate Of Appropriateness (COA) <br />Amended 2/22/2006 <br />Amended 10/5/2010 <br />9.1. Approval Stamp. Upon approval of the COA application by the <br />Commission, the staff of the Department of Environment, Agriculture, <br />Parks and Recreation ( DEAPR) will denote with an inked rubber stamp <br />the approval on three of the copies of the drawings submitted with the <br />application. The DEAPR shall keep one copy in its application file, <br />submit one copy to the Inspections Division of the Planning and <br />Inspections Department and return one copy to the applicant. <br />9.2. Approval of Modified Drawings. If changes are made to the drawings as <br />a result of conditions on the COA stipulated by the Commission, the <br />applicant shall submit drawings incorporating the changes to the <br />DEAPR. If the drawings conform to the conditions imposed by the <br />Commission, the DEAPR shall denote approval with an inked rubber <br />stamp and distribute copies as described in Section 9.1. The applicant <br />may not proceed under the COA until the modified drawings are <br />approved pursuant to this section. <br />9.3. COA Expiration. The COA expires six (6) months after the date of <br />issuance, or, in the case of demolition, six (6) months after the effective <br />date of the Certificate, if the work authorized by the Certificate has not <br />been commenced. If, after commencement, the work is discontinued for <br />a period of six (6) months, the Certificate shall expire immediately. No <br />work authorized by a Certificate that has expired shall be performed until <br />a new Certificate has been obtained. <br />13 <br />
