A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to <br />approve the contract and scope of services for Louis Berger Group, Inc., to complete Phases <br />and 2 of the TDR feasibility study for a lump sum not to exceed $39,100 and authorize the <br />Chair to sign the contract, subject to review by staff and the County Attorney. <br />VOTE: UNANIMOUS <br />Chair Carey asked that the Board defer the rest of the items until the next meeting. <br />The <br />Board agreed. <br />c. Conceptual Plan Approval: Solid Waste Operations Center Building <br />The Board was to consider endorsement of the proposed building conceptual plan for <br />administrative offices of the Solid Waste Department, provide any additional guidance for staff, <br />and endorse the plan so that staff can proceed to submit a contract for architectural services <br />for the Board's consideration at a subsequent meeting. <br />DEFERRED <br />d. Closed Session <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to <br />go into closed session at 10:30 p.m. for the purpose of: <br />"To discuss the County's position and to instruct the County Manager and County <br />Attorney on the negotiating position regarding the terms of a contract to purchase real <br />property," NCGS § 143-318.11(a)(5). <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to <br />reconvene into regular session at 11:00 p.m. <br />VOTE: UNANIMOUS <br />18 <br />
