094 <br />III. ITEMS FOR DECISION - CONSENT AGENDA <br />A. PROFESSIONAL SERVICE CONTRACT UNC-SCHOOL OF DENTISTRY <br />Motion was made by Commissioner Insko, seconded by Commissioner <br />Halkiotis to approve and authorize the Chair to sign the contract with the <br />UNC-School of Dentistry, Department of Dental Ecology, for the services of <br />a dental resident to provide dental services in the Health Department. <br />VOTE: UNANIMOUS <br />IV. RESOLUTIONSIPROCLAMATIONS <br />A. HYCONEECHEE REGIONAL LIBRARY RESOLUTION <br />John Link explained that this resolution restructures the <br />Hyconeechee Regional Library. The county libraries in Caswell, Person and <br />Orange Counties would become county departments with library operations and <br />library staffs following the policies and procedures of each respective <br />county. The Regional Library Board of Trustees would continue to establish <br />and monitor regional policies related to regional grant funds, material <br />selection, programming, and appointment and evaluation of the regional <br />library director. It is anticipated that the three counties could assume the <br />libraries in January, 1993. <br />Motion was made by commissioner Halkiotis, seconded by <br />Commissioner Gordon to adopt and authorize the Chair to sign the resolution <br />as stated below: <br />HYCONEECHEE REGIONAL LIBRARY <br />RESOLUTION <br />Whereas, the Hyconeechee Regional Library Board of Trustees and the governing <br />bodies of Person, Orange and Caswell counties desire to provide an improved <br />level of public service to their library patrons and, <br />Whereas, the Board of Commissioners in Person, Orange and Caswell find it <br />necessary and advisable to establish the county libraries as departments <br />within each respective county, establishing policies and procedures that <br />regulate the procurF,-ment, personnel, accounting, travel, and facility <br />maintenance activities, and thereby affording each local library the rights <br />and responsibilities of departmental status. The Board of Trustees will <br />contract separately with each county regarding implemen-'ing the agreement in <br />each county and, <br />Whereas, the use of such public funds as federal, state and local resources <br />requires cooperation and management between tha counties of Person, Orange <br />and Caswell for the efficient use and accountability of these funds and, <br />Whereas, establishing regional policy and priorities related to public <br />library service, programming, collection development, materials selection, <br />grant funds, regional budget approval, and appointment and evaluation of the <br />regional library director, and any other functions not covered in the control <br />of the county, shall be the sole authority of the Hyconeechee Regiona' <br />Library Board of Trustees and, <br />Now, therefore, be it resolved that pursuant to the authority of Article 20,
