1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 19, 2010 <br /> Action Agenda <br /> Item No. -7 - <br /> SUBJECT: Potential Relocation of Parks Operations Base <br /> DEPARTMENT: Environment, Agriculture, PUBLIC HEARING: (YIN) No <br /> Parks and Recreation <br /> (DEAPR) <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Parks Base Options David Stancil, 245-2510 <br /> Map Lori Taft, 245-2660 <br /> Site Plan Marabeth Carr, 245-2510 <br /> PURPOSE: To consider relocation alternatives for the Parks Operations Base currently housed <br /> in leased space at 503 Cornerstone Court, Hillsborough. <br /> BACKGROUND: Since 2004, Orange County has leased a 4,000 square foot building with <br /> approximately 3,500 square feet of secured grounds near the intersection of Highways 86 and <br /> 70A. The facility, located within a office park, provides space for essential functions of the <br /> Mobile Parks Crew and the County Landscape Crew. Administration and oversight of parks site- <br /> based crews also occurs at this location. The annual lease rate for this property is $37,155 per <br /> year, with the County also responsible for approximately $2,350 in electric and natural gas <br /> service. This lease allows the possibility of termination with a 60-day notice. <br /> Given budgetary constraints and the potential location on County-owned sites, staff has <br /> pursued alternative, County-owned locations for this facility that would be both economical and <br /> functionally viable. The possibilities were narrowed down to three potential solutions: the future <br /> Blackwood Farm Park (New Hope Church Road and NC 86), 1914 New Hope Church Rd. <br /> (former Emergency Services building), and the future Millhouse Road Park site. <br /> Each site has been thoroughly studied to determine the opportunities and constraints involved. <br /> At both the 1914 New Hope Church Rd. site and the future Blackwood Farm site, buildings <br /> would have to be constructed to accommodate the indoor shop space required. The Blackwood <br /> Farm site would also require an office building or temporary unit. The Millhouse site has existing <br /> facilities that would suit both purposes with relatively minimal up-ft. Upon review with <br /> management from a cost and existing facility perspective, the Millhouse Road site is the <br /> recommended choice. <br />
