1
ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: October 19, 2010
Action Agenda
Item No. 3 - Q
SUBJECT: Presentation of U.S. Census Certificate of Recognition to Orange County_
DEPARTMENT: Planning PUBLIC HEARING: (YIN) No
ATTACHMENTS): INFORMATION CONTACT:
Letter of Recognition and Appreciation Craig Benedict, Planning Director,
245-2575
Tom Altieri, Comprehensive Planning
Supervisor, 245-2579
PURPOSE: To receive a letter of recognition and certificate from the U.S. Census for Orange
County's partnership and participation in the 2010 Census.
BACKGROUND: A primary goal of the 2010 Census was to increase the national mail-back
response rate. In order to help make everyone in the community aware of Census 2010 and
maximize response, the Census Bureau suggested local partnerships and participation in its
Complete Count Committee program.
In May 2009, the BOCC adopted a partnership resolution with the US Census to promote the
2010 Census and participate in its Complete Count Committee (CCC) program. The Board
formed a CCC comprised of representatives from local government agencies, the school
systems, chambers of commerce, religious organizations, and the media that met for
approximately one year to help in local promotion of the Census.
Tom Altieri along with David Hunt of the Clerk's Office headed the efforts for Orange County
and its stakeholders and should be recognized for its overall success.
Through the work of Orange County government, the CCC, US Census, and local community,
Orange County increased its mail-in 2010 Census questionnaire response rate by eight
percentage points over the 2000 Census. Thus, the final 2010 mail-in response rate was 78%.
The Census Bureau thanks Orange County for its partnership and efforts.
The US Census Bureau is expected to submit state population totals to the President by the
end of this year and Orange County should begin receiving results during the spring of 2011.
FINANCIAL IMPACT: A good census count outcome relates to years of representative funding
allocations for revenue sharing and human service funding. This item does not directly have a
financial impact.
RECOMMENDATION(S): The Manager recommends that the Board accept the U.S. Census
Certificate of Recognition for Orange County.
