Part 23 Comntianee <br />Iles special Condition must be signed and returned witb your application <br />If your agency is receiving COPS grant funding for technology that will be used <br />to operate an interjurisdictional criminal intelligence system, you must agree to comply <br />with the operating principles found at 28 C F. R.. Part 23 An "interjurisdictional criminal <br />intelligence system" is generally defined as a system which receives, stores, analyzes, <br />and exchanges or disseminates data regarding ongoing criminal activities (such activities <br />may include, but are not limited to, loan sharking, drv~ or stolen property trafficking, <br />gambling, extortion, smuggling, bribery, and public com~ption) and shares this data with <br />other law enforcement jurisdictions 28 C F.R Part 23 contains operating principles for <br />these interjurisdictional criminal information systems which protect individual privacy <br />and constitutional rights <br />If you are simply using the COPS grant funds to operate a single agency database <br />(or other unrelated forms of technology} and will not share criminal intelligence data with <br />other jurisdictions,.28 C F R Part 23 does not apply to this grant. <br />Please check one of the following lines, as applicable to your agency's use of this <br />grant, and return this signed Specia] Condition with your project proposal <br />~` ~ J YNo, my agency will not use these CUPS grant funds to operate an <br />interjurisdictional crimina! intelligence system. <br />____ Yes, my agency will use these COPS g~ant funds to operate an <br />interjurisdictional criminal intelligence system By signingbelow, <br />we assure that our agency will comply with the requirements of 28 <br />C F R..
