Commissioner Gordon said that it is difficult to answer the questions asked since the <br /> Board does not have a 2010-2020 CIP. She said that if the Board follows the Manager's <br /> recommendation for a one-year CIP, then it could make some adjustments for the later points. <br /> Frank Clifton said that if the Board establishes a CIP plan then it should also establish <br /> a funding stream that is consistent with the plan. He said that the easiest and toughest <br /> decision to make is to defer capital projects. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner <br /> Pelissier to approve the first year of the County Capital Investment Plan (CIP). <br /> VOTE: UNANIMOUS <br /> C.2 Content and Format of the CIP <br /> Michael Talbert reviewed the concepts of the five-year plan for the coming years. <br /> A CIP will be presented to the BOCC in the Fall of 2010. Several changes recommended <br /> making the plan sustainable and a true Capital Investment Plan without routine maintenance <br /> and repair projects. <br /> 1. Adopt a Five Year Capital Investment Plan. <br /> This gives the BOCC greater flexibility to change long-term strategies when funding <br /> sources or capital priorities change. <br /> 2. Change the minimum amount for a CIP project from $30,000 to $100,000. <br /> 3. Eliminate Maintenance and Repair items from the CIP. <br /> These items should be budgeted in an operating budget on an annual basis to keep all <br /> County Facilities in excellent condition. <br /> 4. Eliminate Reserve projects from the CIP. <br /> These funds should be accumulated the County Capital Reserve Fund. <br /> Commissioner Hemminger made reference to #3 and suggested that eliminating this for <br /> smaller items is ok but she is concerned about larger projects. She said that there should be a <br /> minimum or a maximum. <br /> Michael Talbert said that roofs and HVAC should also be included. <br /> Commissioner Gordon said that her concern is that, with the school capital projects, the <br /> County went with a 10-year plan because of SAPFO. She would like to look out ten years for <br /> schools. She recommended doing a ten-year school plan and a five-year County plan. <br /> Clarence Grier said that for repairs, the County could use the capital reserve fund for <br /> the larger maintenance projects. <br /> Commissioner Yuhasz said that if the Board adopts #2, then it takes care of#3. He <br /> said that he would like to keep track of unscheduled capital projects and formalize a "wish list." <br /> Frank Clifton said that he would look at three years as a fundable timeframe, and then <br /> beyond that in the fifth year, the projects stay there until there is funding available. <br /> Commissioner Hemminger said that she has concerns about#2 because of the <br /> $100,000, and Commissioner Gordon agreed. <br />
