Kim Woodward spoke on behalf of AAA Transport. This company has provided <br /> uninterrupted ambulance service for over 15 years. This company has provided excellent <br /> customer service and has helped in times of need. There has been a continued good <br /> relationship with Orange County Emergency Services. The request is for a Franchise <br /> Ordinance Agreement for Convalescent Transport Services and Basic Life Support (BLS) <br /> services for surge and special events. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner <br /> Pelissier to: <br /> 1. Approve on First Reading the granting of a franchise for a five-year term to AAA <br /> Transport, Inc. for Basic Life Support Convalescent Transport Services and <br /> Emergency Services. <br /> a. Convalescent Transport Services <br /> • Basic Life Support Transport Services <br /> b. Emergency Services <br /> • Basic Life Support Transport Services <br /> 2. Approve the Franchise Agreement under which AAA Transport, Inc. will operate <br /> during the five-year period of franchise and that as a condition of the Franchise that <br /> AAA enter into an Operations Agreement with Orange County within 90 days to <br /> provide for the daily operational functions of AAA as it works within the Orange <br /> County Emergency Services System; and <br /> 3. Authorize the Emergency Services Director to negotiate the Operations Agreement <br /> with AAA and the County Manager to sign the Agreement after review by the <br /> County Attorney or his staff. <br /> VOTE: UNANIMOUS <br /> b. First Reading: Emergency Services Franchise by Ordinance: North State <br /> Medical Transport, Inc. <br /> The Board considered approving on First Reading the granting of a franchise by <br /> ordinance to North State Medical Transport, Inc., the Franchise Agreement under which it will <br /> operate and authorizing the County Manager to sign after review by the County Attorney. <br /> Frank Montes de Oca said that this is a new service to Orange County. This company <br /> provides service in Nash, Franklin, and Wake Counties. It is a reputable company and comes <br /> with good recommendations. <br /> Kim Woodward said that this would give the County three convalescent ambulance <br /> services and allows for commercial choice. She highly recommended this agency. <br /> Commissioner Jacobs asked about access and timeliness. Kim Woodward said that <br /> these services will be mostly by appointment. There will be one ambulance in the County at all <br /> times. <br /> Commissioner Jacobs made reference to financial impact and that the savings to the <br /> County is $350,000. He asked where this would have shown up and it was answered that it <br /> would have shown up in increased staffing. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs <br /> to: <br /> 1.
