2 <br />c. LINKS Program — An additional State allocation of federal funds totaling $1,602 will be <br />used for the department's independent living program. This program allows the <br />department to offer training to foster care youth regarding job preparation, daily living <br />skills, and money management. These additional funds bring the current budget for this <br />program to $33,673 for FY 2004 -05. This budget amendment provides for the receipt of <br />these funds. (See Attachment 1, column #1) <br />Department on Aging <br />2. The Department on Aging has received additional Home and Community Care Block grant <br />funds totaling $28,242 for the current fiscal year. These funds are designated for senior <br />center services, and will be used to support operations at the three senior centers, as well as <br />to conduct a senior center assessment. An assessment must be conducted every three <br />years in order to maintain certification, per national and state standards. This certification <br />allows Orange County to continue to receive increased funding from the State's senior <br />center development appropriation. The local match of approximately 10% is included in the <br />department's budget for the current fiscal year. These additional funds bring the current <br />budget in Home and Community Block Grant funds to $85,019 for FY 2004 -05. This budget <br />amendment provides for the receipt of these funds. (See Attachment 1, column #2) <br />Orange Public Transportation <br />3. Orange Public Transportation (OPT) has received notification from the North Carolina <br />Department of Transportation (NCDOT) of a grant award totaling $5,200 from the <br />Community Transportation Capital Program. These funds will be used to purchase <br />technology equipment, including an LCD projector, a laptop, and a printer, for the <br />department at an estimated total purchase price of $5,200. A local match of 10% ($520) is <br />included in the department's budget for the current fiscal year. This budget amendment <br />provides for the receipt of the State portion of these grant funds ($4,680). (See Attachment <br />1, column #3) <br />Recreation and Parks Department <br />4. At its February 15, 2005 meeting, the Board of County Commissioners approved an <br />appropriation of $5,000 from Commissioners' Contingency to provide financial assistance for <br />the County's second annual "Cool Jazz" festival. The festival is scheduled for April 16, <br />2005, and is a part of the Orange County Performance Series. Staff estimates the cost of <br />the festival to be approximately $13,500. The FY 2004 -05 approved budget for the <br />department included $5,000 for the festival, and the department has received donations of <br />$3,500 from local businesses in support of the festival. This budget amendment provides <br />for an appropriation of $5,000 from the Commissioners' Contingency to cover the remaining <br />costs of the festival and for the receipt of these donated funds. With this appropriation, <br />$45,000 remains budgeted in Commissioners' Contingency for FY 2004 -05. (See <br />Attachment 1, column #4) <br />Governing and Management - Non - Departmental <br />5. This budget amendment transfers funds from the Non - Departmental function to the <br />Governing and Management function to implement the Board's action as to the Manager's <br />
