3. In addition, for the Lands Legacy Program, the <br />assessment of TDR implications shall include: <br />a. Preliminary exploration of the potential of giving <br />land owners the option of severing or not severing <br />development rights at the time of closing; and, <br />b. Develop a basic or preliminary protocol to assess <br />if the severance option will affect the purchase <br />price <br />21 <br />G. Identify, along with the Project Team, Mechanisms for <br />Creating TDR Program <br />H. Prepare, along with the Project Team, a summary feasibility <br />report <br />I. Prior to each Task Force and public meeting, review agenda <br />and materials prepared, plus conduct two interim results <br />review meetings <br />J. Conduct three meetings, to be attended by the Project Team <br />and the Task Force, prior to any public meetings, and <br />review draft and final feasibility study results with the <br />Task Force <br />K. Public Meetings - Prepare for and introduce planning <br />process and TDR concepts at two of the number of public <br />meetings that are scheduled pursuant to the approved Public <br />Engagement Process Plan <br />L. The timetable and fees proposed in this Scope of Basic <br />Services are based on the Basic Services to be provided by <br />the CONSULTANT, as described above and hereunder, and the <br />following additional duties, whereby CONSULTANT shall: <br />• Conduct six meetings attended by the Project Team and the <br />County Planning Department Staff, approximately two hours <br />duration each, of which four may be, conducted via <br />conference call for Institute team members <br />• Conduct four Task Force meetings, each of which is <br />approximately 1.5 hours duration each, of which three <br />will be attended by Project Team members <br />• Conduct two of the number of Public Meetings scheduled <br />pursuant to the approved Public Engagement Process Plan, <br />approximately 1.5 hours duration each <br />• Review approximately 20 documents or statistical files, <br />and 30 GIS layers <br />• Conduct approximately 14 key person interviews, of which <br />10-11 can be accomplished in two full-day sessions in <br />Hillsborough, and the remainder of which can be conducted <br />via telephone <br />• Create approximately 12 GIS layers for final delivery to <br />the CLIENT <br />
