Identify and review public documents, data files, and <br />key persons for Project Team to review/work with; <br />3. Identify existing programs for evaluation of TDR <br />implications; <br />4. Outline for CLIENT's approval a proposed Public <br />Participation Process Plan; <br />5. Establish Task Force composition and communication <br />mechanisms; and <br />6. Review draft agenda for first Task Force meeting. <br />B. Collect and review existing public documents and data <br />files, such as GIS and other land use data files, copies of <br />prior studies and reports, etc. <br />C. Conduct key person interviews <br />D. Analyze property values and market trends to: <br />1. Investigate the current and future demand of <br />residential, commercial, and industrial units <br />throughout the County with particular attention to the <br />spatial patterns of demand in the unincorporated <br />areas. <br />i. This will be done through an analysis of housing <br />unit counts and vacancy rates from the 2000 <br />Census. For commercial and industrial units, <br />county business patterns, zip code business <br />patterns, and the Economic Census will be <br />analyzed. <br />
