APPENDIX I <br />15 <br />To the Agreement ("Agreement") Between The Louis Berger <br />Group, Inc. ("CONSULTANT") And The County Of Orange, North <br />Carolina ("CLIENT") for CONSULTANT to supply a Project Team <br />("Project Team"), consisting of Staff of the CONSULTANT and the <br />UNC Charlotte Urban Institute, to develop a Preliminary Orange <br />County Transfer of Development Rights ("TDR") Feasibility Study <br />and Concept Plan ("Project") <br />CONSULTANT will provide all services necessary to perform <br />the Project and to timely produce and deliver the deliverables <br />as described below and in the Agreement except for those tasks <br />specifically reserved to CLIENT described in "CLIENT <br />Responsibilities" identified in the Agreement. <br />BASIC SERVICES <br />Scope of Basic Services <br />CONSULTANT'S. role in the Project, is to provide the <br />following Basic Services, including project management, research <br />and analysis, public engagement planning and facilitation, TDR <br />plan document design, and production, and to: <br />a. Manage the timely and cost-effective carrying out of the <br />research and planning process to produce a study and <br />preliminary plan that fulfills the CLIENT'S objectives; <br />b. Conduct the data gathering, research and analyses that form <br />the foundation for an effective TDR concept plan; <br />c. Design and facilitate for CLIENT approval an effective <br />"Public Engagement Process Plan" that builds on that <br />research-based foundation and generates community consensus <br />on TDR options for the CLIENT; <br />d. Work with the TDR Task Force, identified in paragraph 3.7 <br />of the Agreement ("the Task Force"), to establish overall <br />goals for the TDR planning process, review work product <br />produced by the Task Force, establish a network of <br />stakeholder connections and generate citizen participation <br />in the TDR planning process; <br />e. Supervise the Project Team and review, correct, and be <br />responsible for all work product and deliverables, suggest <br />modifications to this Scope of Basic Services, and work <br />with the County Planning Department staff to coordinate <br />Project meetings and the approved Public Engagement Process <br />Plan and to administer the contractual agreement between <br />the CLIENT and the CONSULTANT; <br />
