8 <br />governments should include sufficient funding to carry out <br />those initiatives. Examples of these include: <br />25)Legislation which seeks to reduce class size. If the <br />State does not include the necessary funding (capital <br />and otherwise), it thereby creates additional pressures <br />on local school systems for construction of new and <br />expanded school facilities and for additional support <br />staff (Also See #6 above); <br />26)Legislation that expands programs such as "More at <br />Four " that obligate local school systems' space.
