5 <br />14) * Support legislation directing that the North Carolina <br />Department of Health and Human Services provide adequate <br />planning and funding for local governments to address <br />the costs which will be incurred with mental health <br />reform/de-institutionalization activities; <br />15) Support legislation involving programs and funding to <br />expand the in-home services available to seniors; <br />16) Support legislation for the funding of intensive home <br />visiting projects that target prevention of child abuse <br />and neglect; <br />17) Support legislation which promotes reform of the medical <br />prescription system that incorporates provisions <br />included in the State of Maine system; <br />18) Support legislation for reinstating and maintaining <br />adequate funding for Smart Start statewide that ensures <br />that children across the state can have the <br />opportunities for success in the same manner as those <br />with Orange County Partnership for Young Children; <br />19) ** Reinstatement of full State funding through NC State <br />University for positions (two in Orange County) cut to <br />50~ funding for 2004-05 for the Expanded Foods and <br />Nutrition Education Program (EFNEP) that assists low- <br />income families and pregnant teens by providing basic <br />5 <br />
