Broadening the <br />uses of subscriber fees would lead to more effective <br />Emergency 911 Services for citizens; <br />41)** Support the North Carolina Association of County <br />Commissioners' goals for 1) Medicaid Relief by seeking <br />legislation to implement a six-year phase out of county <br />participation in the costs of Medicaid; and, for the <br />first year, cap county costs at the fiscal year 2004-05 <br />level and provide relief by targeting supplemental <br />financial assistance to any county in which more than X <br />percent of the population is eligible for Medicaid; and <br />2) Revenue Options by seeking legislation to allow all <br />counties to enact any or all of several revenue options <br />from among those that have already been authorized for <br />any other county; <br />42)* Oppose unfunded mandates for local governments such as <br />1) those associated with recent reform efforts at the <br />State level regarding mental health services, 2) <br />regulatory and performance standards concerning solid <br />waste and recycling programs, 3) standards and funding <br />requirements related to the implementation of reduced <br />class size, and 4) pollution management strategies <br />12 <br />
