Fikes, 919-245-2490 <br />PURPOSE: To conduct a public hearing and authorize the submission of an application to the <br />N.C. Department of Commerce for Small Cities Community Development Block Grant (CDBG) <br />Program funds for an Infrastructure Hook-Up Program in the amount of $75,000. <br />BACKGROUND: Orange County has been invited by the N.C. Department of Commerce - <br />Division of Community Assistance to apply for $75,000 in Community Development Block Grant <br />(CDBG) funds for an Infrastructure Hook-Up Program. <br />Eligible activities include: <br />1. Tap-on or assessment fee to connect to the line; <br />2. The service connection for the private property; <br />3. Use of special equipment such as grinder pumps or vacuum pits to transport <br />residential wastewater to existing sewer lines; <br />4. Cost to remove septic tanks or cap wells, as required by the health department; <br />5. Repairs to a unit with leaking water pipes that are the result of connecting to the <br />public water line; and <br />6. Administration costs of no more than 15%. <br />Eligible households must be classified as low and moderate income households defined as <br />households with annual family income at 80% or less of the median family income for the <br />Metropolitan Statistical Area (MSA) as adjusted for family size. As an example, Orange County <br />is in the Durham-Chapel Hill MSA and 80% of median income for a family of four is $54,250. <br />Prior to submission of an application two public hearings are required -one during application <br />development (this hearing) and a second hearing after the application has been developed <br />(planned for October 19th). The public hearing was advertised in the local news media as <br />required by the County's Citizen Participation Plan. All comments received will be included in <br />the grant application that is due October 29, 2010. <br />
