90� <br /> 1 Section 1.3 Tenure <br /> 2 <br /> 3 (a) Each member of the Commission shall be appointed by the Board of � <br /> 4 County Commissioners. The tenure of office shall be three (3)years, and appointments shall be <br /> 5 made so that one-third(1/3) of the terms expire in February of each calendar year. <br /> 6 <br /> 7 (b) Members are eligible for reappointment for a second consecutive full � <br /> 8 term. However, after two (2) consecutive terms, a member shall be ineligible for reappointment <br /> 9 for one year after the expiration of the previous terms. In determining eligibility of <br /> 10 reappointment, appointments made to fill vacancies for unexpired terms shall not be counted as a <br /> 11 term. <br /> 12 <br /> 13 Section 1.4 Meetin�s <br /> 14 <br /> 15 �_A quorum for conducting business of the Commission shall be a majority of the ( <br /> 16 appointed members. The Commission shall meet at least once each month; provided, however, a <br /> 17 regularly scheduled meeting may be canceled due to inclement weather, due to the lack of a <br /> 18 quorum of inembers or due to a lack of business to conduct. <br /> 19 <br /> 2 0 �_All meetings of the Commission shall be open to the public, and the Commission � I <br /> 21 shall cause notices to be given as required by Article 33-C, Chapter 143 of the North Carolina <br /> 22 General Statutes, G.S. § 143-318.9-�-�-}-�et seA., as amended. A public record shall be � <br /> 2 3 kept of the Conzmission's resolutions,proceedings, and actions. <br /> 24 <br /> 2 5 Section 1.5 Attendance of Meetin�s <br /> 26 <br /> '2 7 (a) Attendance at the regular meetings of the Commission shall be considered a ( <br /> 2 8 prerequisite for maintenance of inembership on the Commission. The County Commissioners <br /> 2 9 may declare a vacancy on the Commission because of a member's non_-attendance. � <br /> 30 <br /> 31 (b) Absence due to sickness, death of an immediate family member or similar reason � <br /> 3 2 shall be considered approved absences and shall not affect the member's status. In the event of <br /> 3 3 long illness or other cause for prolonged absence, the member shall be replaced. <br /> 34 <br /> 3 5 Section 1.6 Rules of Procedure <br /> 36 <br /> 3 7 Prior to any official action, the Commission shall adopt rules of procedure governing its <br /> 3 8 meetings and the conduct of official business, and bylaws governing the election of officers and <br /> 3 9 related matters.
