75. <br /> IV introductng Buifdings to a l.andmark Property <br /> A DESIGN STANDARDS for Historic Value 8 Int�qritv <br /> IV•A•1. While new sUuctares should be piaced in their iraditionat I�ations{eg.,a new barn near agricultural buiidings,a <br /> �new garage near the main house)they should be separaie from contributing bufMings or ciusters af contributing buildings, <br /> wfienever posslble, New or relacated buildings shoutd a�so avoid impartant landscape features or vistas. I#the <br /> designation application does not contafn a recommended lacation for additional structures,the NPC wil{work vrith the <br /> property owner to determine possible locations for the new or relocated building. <br /> !V-A•2. New bulldings or relocated older buildings shouid always be placed on a Local Landmark praperty in a way that <br /> wlll allow�ar their poten6a!removal and wili maintain fhe site's historic cantext. <br /> IV•A•3. New buiidings shoutd be visualiy compatible w[th confributing buildings on the site,buf should not copy existing <br /> st�ucfures. Visitors to a Local Landmark properly shauld be able to understand the progression of conshuction on the sife. <br /> !V-A•4. Reproductions should oniy be undertaken with accurate documenta�ion of a specific building from�he site. These <br /> new sfructures should be identified as a reproducfion elther by smap differences in detail,such as different colored mortar, <br /> different paint color from other buildings in the complex,or labeled with a small plaque or sign. <br /> (V-A•5. When considering appNca6ans for relocating oider 6uiidings,the HPC will always ask if fhe bufiding has to be <br /> moveri. <br /> IV•A•6. Re►ocated oider bui(dings should be differentiated from the exisftng buildings cnnsUucted on site. Proposals to <br /> retocate structures that predate the landmark's pe�iod of signiflcance shail be subjecfed to a highec level of scrutiny. <br /> Substan�a!buildings should not be reiocated to Local Landmark properties containing only small vernacular struciures, <br /> where fhey will dominate the exis6ng complex. <br /> B DESlGId STANDARDS for Visuat Character <br /> fV•B•1. New buildings should never visually dominate the local Landmark or compete with individuai cantributing <br /> buildings on the site. <br /> IV•B-2. The designs for new buildings shoufd take their cues from exlsUng structures on the site. New 6u�idings shouid <br /> not attempt Yo copy an existing building feature by feature,but should 6e visually compatible with the contributing buildings <br /> in terms af scale and proportion,form and materiafs,and detail and finish. The elevaffons for propased new buildings <br /> should maintain the general rhyihm(the combinatlon of projecfing and�ecessed features,and the bafance af door and <br /> window openings to wali area)of�he surrounding structures. New canstructfon should also incorporate naflve building <br /> materials. <br /> !V-&3. In mast cases the HPC will�ecommend ihat new construction or relocated buildings be piaced away from public <br /> roads ta limit their visual fntrusion on ihe historic site. <br /> IV•B�t. Property owners may reconstruct buildings on exisfing foundations,parBcularly if suf�cienf physEcal or <br /> documentary evidence is available to detennine what the building looked like. The NPC will work wifh the applicant to <br /> ensure fhat the reconsfruction is accurate, Signage shauld be placed near the reconstrucfed building to document when if <br /> was erected. <br /> V Removing Buildfngs from a Landmark Property <br /> A DESIGN STANDARDS for Retocation <br /> V•A,1. Before reloca6ng any building on a landmark site document the exisfing landmark set6ng and site conditians with <br /> photographs and ather written or graphic means such as site plans. <br /> V-A•2. Min'smize damage to the landmark structure during and after the move by: <br /> • Assessing ifs sUuctural conditions priar to the move; <br /> • Taking all necessary precautions to prevent damage during the move; <br /> � • Working wlth conUactars experienced in maving historic structures;and <br /> • Securing and profecting the shucture from weather damage and vandalism. . <br /> V-A-3. Select a new site for the landmark struciure that is compatlble in character wifh its ortginal setting. Consider <br /> campadbility of the proposed site in terms of the larger context of surrounding properBes as well as the refocated buildfng's <br /> seiback,arientation,and distance from other buildings. <br /> V-A-4. Review propased site changes and landscapin.g for fhe new site according to alf pertinent guidelines. <br /> V-A-S.
