HPC REVIEW OF APPLICABLE SECTIONS ODESIGN STANDARDS FINDINGS O FACT
(S=satisfies standard; NC=does not comply with standard; NA=standard not applicab#e to project.)
II. Histaric Context
A QESIGN STAMDARDS for Settina
II•A•1.Refain and preserve the historic raailonship between conibuGng buildings and site features. Avoid removing,
reloca0ng,or radicaily canging exisng bulldings ihat confrfbute to the overall character of#he sfte.
II•A-2. Maintain and protect the historic topography, significant views and visfas, accessory siruciures, roads, walkways,
fences, walis, and plantlrtgs. Avoid removing, relocating,or radically changing existirzg lartdscape features(including plants
and gra)that contribu#e to the overall character of the site.
II•A•3. Maintain historic site features and plantfngs ihrough appropriate methods. Seeke advice of a professional to
° protect site features and p}aniings fram damage during or as a result of construction activities.
11-A•4. Repair deter'rorated historic site features such as#emaces,benches,fountains,and Irel{ises through tradi6onal
methods of repair and with materiais comparable to the origlnals.
Ii-A•5. Replace sgnificant plantings with new planBngs that are idenbcal or similar in species. It is not apptopriate to
remove a healthy planting that is signiBcant to the overal4 his[oric character of the landmark site.
II•A-6. i.ocate new site features and plantings,if needed,in a manner that maintains or enhances the overail character of
the iandmark.
II-A-7. lifuminate site features and plantings,if desired,in a manner consistent wfih the historic charter of the(andmark
buitding and site. In ganeral, the HPC wiil discourage new lighting lhat does not senre a specific safery concern.
II-A-8. When infroducing new plan6ngs to a Local Landmaric Property consider the size of the tree or plant at maturi#y.
Vegetation can damage histor'tc buildings if not mafntalned properiy. Avaid planting new#rees or shrubbery too close to i,
exlsfing buildings,or encouraging climbing plants such as ivy from covering exterior walis or features. Considar also the
mature size of specimen trees when planting new trees near property bou;darlecright-of-ways sbject to utllity company
Uimming ar other controls.
B DESIGN STANDARDS for WarklntFarms
II-B•1. Maintain and renovate older agricultural bufidings.
11-B•2. Reuse older agricultural buildings.
ll-B•3. Repleldemolish agricultural bufidings only when no other feasible options remain.
II-&4. Use care when locating new agricuitural bufldings anto a historic property to limif the visual impact on the scenic
farmscape.
II-B-S. New agricuitural buildings should be visibly compatible with surrounding struciures,par6cularty contributing
structures, whenever possible. Whife the HPC wili be much more flexible in their revieuv and approval of agricultural
buildings for active#arms, the HPC will still considerdesign elements such as roof-type,buflding materials, size and scale.
Applicants should familiarize themseives with these design cancepts ouUined in this manual.
Il-B-6. When new pre-fabricated or metal buildings are the only feasible structures for theqricuftura!use select a building
color that wiil reduce the building's visual impact on the property.
C DESIGN S7ANDARDS for Outbuildings and Accessorv Structures
Il-C-1. Retain and preserve outbuildings and accessory shuctures such as smokehouses, dairies, washhouses, barns,
sforage bins, and sheds that contribute to the historic character of the site.
Il•C-2. Mafntafn and protect historic outbuildings and accessory struciures and their disUnctive feafures and detafis.
Repair deteriorated or damaged outbuildings and accesswy strucfures antl their character-defining features, elements, and
details using like materials. Repair work may requfre tradifionai construction methods, suchfhe use of hand tools,to
retain the in#egrity and authentic appearance of the hisforic buikling or building feature,
it-C•3. Replace any missing or deteriorated element of contributing outbuiidings or accessory structures to mair.h fhe
orlginal in design, material, dimension, and detail. Replace only the deteriorated poron or defail of a feature rather than
the en6re feature, whenever possible. When considering the use of substltufe materials, please confact Orange County
Histaric Presenraon staff before completing your design praposal to ensure compatibility.
{I•C-4. Reproduce contribupng outbuildings that are deteriorated beyond repa+r wiih new designs based on acourate
documentatlon,or repiace with new designs that are compatib:in scale and proporaon, form and materiats, and detail and
finish, with other sondary structures an the site and the main dwelfing. New buildings tlat replicate detariorated
structures shauld appear authen8c from a distance but should mafntain sufficienf subtle diffetences to reveal their true date
of construction.
II-C•5. Inimduce new outbuildings and accessory buildings,if necessary, that maintain the historic character af the site.
Consider the compaUbiliry of a proposed structure in terms of locadon, scale and proportion, form and materiais, and detaii
and flnish. New construc6on should not duplicate historfc buildings but should complement Orange County's architectural
traditions.
