�7 <br /> 1 APPEND/X A <br /> 2 <br /> ORANGE CAUNTY <br /> DEPAR'TMENT{31� ENVIRONMENT, AGRICULTURE, PARKS AN� RECREATIUN <br /> HISTORTC PRESERV'ATION COMMYSSIQN <br /> LOCAL LAN�IMARK APPLYCATION <br /> The Urange Caunfy tacal Landmark Program (LLP)application is a finro-part process. Page 1 of the <br /> applicatian represents the first part af the process. Pages 2�and 3 include the core questions regarding <br /> the history and architectural significance of the property. Page 4 is for office use on3y. Interested <br /> appiicants should sub►nit the first pa�t of this application along with a representative selectinn af current <br /> phatographs of the property to preservation staff in the Department of Enviranment,Agrfculture, Parks <br /> and Recreativn_ Photas sh�uld include the exterior af the house, autbuildings, and any other elements-- <br /> such as landscaping fea#ures or the view from the r�ad---that wiil give the Historic Presenration <br /> Commission (HPC) a sense of the character ofi the site. <br /> The HPC will consider the proper#y at its next regularly scheduted meeting. Applicants are encouraged to <br /> attend the meeting to discuss what they feel is significant about ti�e site. The HPC will use the criteria <br /> system outlined in Pages 5 thraugh T to evaluate the site and to determine if the praperty appears eligible <br /> for the �.LP. tf the property appears to be eligible, the appticant wi{I be directed to complete the remainder <br /> of tf�e applicatian. This does nat mean that a property is being designated to the LLP; rather it means <br /> that the proparty appears likely tv quatify for designation. <br /> The County's historic preservation ordinance requires the submittal of a Survey and Research Report for <br /> each property under cansideratian for Local Landmark status. Property awners can arrange with <br /> presenration staff to complete the Survey if one is not already on file. The Research Report is an in-depth <br /> ana{ysis of the history and architectural significance of the site, similar ta the report used to naminate a <br /> property for the National Register of Historic Places. (See preservation staff for a sample NR <br /> namination.) If the site is listed in the Nationa! Register, the appiicant may submit the completed <br /> nomination farm for use as the Research Repart. Piease note, however, that the LLP and the Nationa! <br /> Register of Historic Places are two entirely distinct and separate programs. <br /> Pages 2-3 of the Local Landrnark application are designed to pravide the applicant with the basic <br /> framework to prepare a Research Report. Some applicants, particularly those with experience in chain of <br /> title research, may be able to provide sufficient Informatian in the application to serve as the Report. <br /> Others may need to hire a consultant to research and write the histary and architectura!description af the <br /> property. Appllcants with little or no historic or architectural information on their property shouid contact <br /> preservation staff ta discuss different options far completing this portion of the application. <br /> Once the a�plication form (Pages 2-3)and the Survey and Research Report are completed, preservation <br /> staff will submit the application materials to the HPC far its next reguiar meeting. The HPC will pay <br /> particularattention to quesfion#5, the Sfatement of Signi�cance, to identify the most importanf elemenfs <br /> af fh8 property that shoulc�be preserved when considering future Certifrcate of Appropriafeness <br /> applicafions. If the tiPC accepts the Survey and Research Repart preservatian staff witl forward the <br /> entire apptication (form, Survey and Report)to the State Histaric Preservation Office(SHP�}. The HPC <br /> wil!cansider the SHPO's comments at its next regular meeting. If the HPC decides that the property is <br /> eligible for the program it wiU request a public hearing with the Board of County Commissioners(BOCC). <br /> After the public hearing the HPC will submif its forma!recommendations to the BOCC.
