Property owners should discuss <br /> 2 location options for additional buildings with the HPC during the local landmark <br /> 3 designation process to facilitate future Certificate of Appropriateness applications. <br /> 4 (See Standards for Historic Context: Setting, Outbuildings 8 Accessory <br /> 5 Structures, Cemeteries &Archaeological Features, and Demolition.) <br /> 6 <br /> 7 <br /> 8 DESIGN STANDARDS for Historic Value and Integrity <br /> 9 <br />' io IV-A-1. While new structures should be placed in their traditional locations (eg., a new <br /> 11 barn near agricultural buildings, a new garage near the main house), they should <br /> 12 be separate from contributing buildings or clusters of contributing buildings, <br /> 13 whenever possible. New or relocated buildings should also avoid important <br /> 14 landscape features or vistas. If the designation application does not contain a <br /> 15 recommended location for additional structures, the HPC will work with the <br /> 16 property owner to determine possible locations for the new or relocated building. <br /> 17 <br /> 18 IV-A-2. New buildings or relocated older buildings should always be placed on a local <br /> 19 landmark property in a way that will allow for their potential removal and will <br /> 2o maintain the site's historic context. <br /> 21 <br /> 22 IV-A-3. New buildings should be visually compatible with contributing buildings on the <br /> 23 site, but should not copy existing structures. Visitors to a local landmark property <br /> 24 should be able to understand the progression of construction on the site. <br /> 25 <br /> 26 IV-A-4. Reproductions should only be undertaken with accurate documentation of a <br /> 27 specific building from the site. These new structures should be identified as a <br /> 2s reproduction either by small differences in detail, such as different colored mortar, <br /> 29 different paint color from other buildings in the complex, or labeled with a small <br /> 3o plaque or sign. <br /> 31 <br /> 32 IV-A-5. When considering applications for relocating older buildings, the HPC will always <br /> 33 ask if the building has to be moved. <br /> 34 <br /> 35 IV-A-6. Relocated older buildings should be differentiated from the existing bcaildings <br /> 36 constructed on site. Proposals to relocate structures that predate the landmark's <br /> 37 period of significance shall be subjected to a higher level of scrutiny. Substantial <br /> 3s buildings should not be relocated to local landmark properties containing only <br /> 39 small vernacular structures, where they will dominate the existing complex. <br /> 40 <br /> 41 <br /> 42 B. VISUAL CHARACTER <br /> 43 When constructing a new building or relocating an old building onto a local <br /> 44 landmark property the owners shall use common sense design techniques to limit <br /> 45 the visual impact of the new structure. New structures should never overpower <br /> 46 an existing complex. New residential buildings, in particular, whether farmhand <br /> 47 housing or accessory units for rent or visiting guests, should never compete with <br /> 48 the main house in terms of size or scale. <br /> 49 <br /> so It is important to maintain historic vistas, particularly the view of the main house <br /> 51 from any public roads. Some historic sites may also have significant interior <br /> s2 views such as a professionally designed garden or water frontage along a locally <br /> 53 significant stream.
