Houses need to be lived in <br /> 17 and, as a result, residents expect certain modern conveniences. It is particularly <br /> 1g important for farmers to be able to install current agricultural equipment to <br /> 19 maintain efficiency in their operations. The Orange County Historic Preservation <br /> 2o Commission (HPC) will evaluate proposals to introduce new or relocated old <br /> 21 buildings to designated properties based on two key principles: <br /> 22 A. Will the property retain its historic value, its integrity? <br /> 23 B. Will the property maintain its visual character? <br /> 24 <br /> 25 <br /> 26 A. HISTORIC VALUE and INTEGRITY <br /> 27 Most local preservation programs follow the basic format and criteria of the <br /> 2s National Register of Historic Places, and allow properties with strong local <br /> 29 significance to be locally designated even if those properties may not meet <br /> 3o National Register standards. An established farm associated with an important <br /> 31 local family may be eligible for local landmark designation, for example, even if <br /> 32 the main house has been altered significantly. The HPC recognizes the <br /> 33 importance of historic landscapes, farm fields, trails and roadbeds to Orange <br /> 34 County's agricultural heritage and rural character, as well as historic buildings. <br /> 35 These Design Standards are intended to preserve the historic integrity and <br /> 36 architectural character of designated properties and their view from the road. '�, <br /> 37 <br /> 3s Historic properties evolve, additions are constructed, exteriors are updated, and <br /> 39 new structures are erected. These changes keep buildings in use and over time <br /> 4o establish their own significance. It is important for the site to reflect this evolution. <br /> 41 When adding buildings to a local landmark property, or to a property in a local <br /> 42 historic district, care should be used to avoid creating a false sense of history. <br /> 43 The National Register Criteria Of Evaluation offers a well-established system that <br /> 44 the HPC will use when considering potential local landmarks and when reviewing <br /> 45 Certificate of Appropriateness applications. The Criteria system discourages <br /> 46 moving a historic building unless no other viable alternative remains. (See <br /> 4� Criteria and Criteria Exceptions in Appendix E.) The HPC likewise discourages <br /> 48 relocating buildings whenever the new site is vastly different, or a considerable <br /> 49 distance, from the original site. <br /> 50 <br /> 51 Another important question to ask whenever new buildings are introduced to a <br /> 52 historic site is: can they be removed?
