/y, <br /> 1 Significant Changes—Formal HPC Review <br /> 2 The following are examples of work that require a Certificate of Appropriateness <br /> 3 (COA)from the Orange County Historic Preservation Commission include: <br /> 4 a. Exterior changes to the primary building or other structures on the property, <br /> 5 excluding minor improvements and normal maintenance as described below. <br /> 6 (HPC members may offer advice on proposed paint color schemes, but it may <br /> 7 not deny a COA application based on color.) <br /> s b. Changes to the types or styles of windows, doors, porches, decks, roofs, <br /> 9 chimneys and lighting fixtures. <br /> 10 c. Alterations in exterior architectural details, such as additions or changes in style <br /> 11 of porch railings, gutters, shutters, brackets, molding, gingerbread or other <br /> 12 decorative work. <br /> 13 d. Removal and/or severe pruning of healthy trees, plants, or vegetation, as well <br /> 14 as the installation of new trees, plants or other vegetation, which alters the <br /> 15 character of the site. (Note: Foundation plantings are not historically correct for <br /> 16 structures built before 1900.) <br /> 1� e. The installation on any structure of vinyl or aluminum siding or of any other <br /> 18 siding of a different style or material than the existing siding. <br /> 19 f. The disturbance of archeological sites. <br /> 2o g. The construction of any addition to an existing structure, such as the addition of <br /> 21 rooms, chimneys, porches, decks, ramps, solar panels, or skylights. <br /> 22 h. The construction or placement of any outbuilding on the property, including <br /> 23 carports, garages, utility sheds, barns, silos, drying sheds, and bulk barns. <br /> 24 i. New construction or relocation of a primary structure. <br /> 25 j. The placement or construction of any yard fixtures, such as lamp posts or other <br /> 26 lighting fixtures, walkways, fences or walls, driveways, parking areas or the <br /> 2� placement of any physical structure that could be considered ornamental. <br /> 2s k. The deconstruction, demolition or removal of any structure, including <br /> 29 outbuildings, yard fixtures or any part thereof. Although a COA is required and <br /> 3o may include a delay before a demolition permit is issued, the County may not <br /> 31 prohibit the demolition after the conclusion of the delay period. <br /> 32 I. The addition of parking lots or parking areas. <br /> 33 m. The installation of any permanent exterior sign measuring larger than three (3) <br /> 34 square feet in area. <br /> 35 <br /> 36 Minor Improvement-Staff Review <br /> 3� Minor exterior changes that do not involve additions or removals may be reviewed <br /> 3s and approved by HPC staff. HPC staff can typically review and approve COAs for <br /> 39 the following items: <br /> 4o a. Installation of storm windows and doors. <br /> 41 b. Construction of new side and rear yard fences and walls not facing a public <br /> 42 street. <br /> 43 c. Installation of exterior mechanical equipment such as roof fans, heat pumps, <br /> 44 and air compressors. <br /> 45 d. Repairs to walls, patios, fences, and driveways as long as replacement matches <br /> 46 what presently exists. <br /> 47 e. Foundation repairs, including vents and access doors. <br /> 4g f. Replacement of exterior stairs, landings, and steps. <br /> 49 g.
