A-H"��M�h-1- � �2' <br /> MEETING SUMMARY <br /> HISTORIC PRESERVATION COMMISSION <br /> August 25, 2010 <br /> MEMBERS PRESENT: Leonard Vogel, Alice Remini, Statler Gilfillen and Tom Atlison <br /> MEMBERS ABSENT or EXCUSED: Todd Dickinson, Steve Rankin and Terri Russ <br /> GUEST PRESENT: <br /> STAFF: Rich Shaw and Tina Moon, Department of Environment, Agriculture, Parks and Recreation <br /> ITEM #1: CALL TO ORDER <br /> Vice Chair Vogel called the meeting to order at 7:07 p.m. <br /> ITEM #2: ADDITIONS TO AGENDA <br /> Moon provided information on new advisory board procedures, which will be implemented in September. <br /> ITEM #3: CHAIR COMMENTS <br /> None. <br /> ITEM #4: APPROVAL OF MINUTES�IuIy 28, 2010 <br /> Remini motioned to approve the July 28, 2010 minutes. Allison seconded the motion. The HPC unanimously <br /> approved the meeting minutes from July 28, 2010. <br /> ITEM#5: ITEMS FOR DECISION <br /> a. New paragraph for Design Standards, Forward, outlining benefits of Local Landmark Program. <br /> Af fhe previous meeting, Barry Jacobs representing Moorefields, one of the county's Loca/ Landmarks, asked <br /> about the incentive for participating in the program and suggesfed fhat the benefits be speUed out, clearly, <br /> earlier in the Design Standards text. Members discussed adding a paragraph or two fo the Forward secfion fo <br /> summarize the benefits, and were asked to draft a paragraph for discussion at the Augusf ineeting. <br /> Remini prepared a paragraph, which staff Xeroxed and distributed to the HPC at the meeting. Members <br /> discussed the role of paragraph and its best location. After discussion, members decided to extract the first <br /> paragraph from the existing Forward in the Design Standards, to divide the single long sentence into two <br /> shorter sentences, and to place the text at the very beginning of the manual to serve as a forward. "This <br /> manual of design standards was created to de�ne and standardize the Certificate of Appropriateness review <br /> process for owners of Orange County Local Landmarks or buildings wifhin Local Historic Districts. And <br /> provides a guide to technical and preservation planning for al/ historic property owners." Members also <br /> recommended including the Local Landmark brochure to the Design Standards, when appropriate to help <br /> promote the program. <br /> b. Final revisions to Design Standards and amended ordinance and rules of procedure. <br /> With regard to other revisions the consensus of the members present was to go back to the original title on the <br /> cover page to focus on the design standards, but to add the state North Carolina and the sponsoring agency— <br /> the HPC, BOCC etc. Members also asked to change the cover photo from the new courthouse to the historic <br /> courthouse. Members also asked staff to double check the number of National Register sites in the <br /> unincorporated portion of Orange County and modify the chart if necessary. <br /> Staff distributed excerpts from the ordinance and rules of procedure governing the HPC along with sections <br /> from the state statutes outlining the legal provisions for local preservation programs. Members discussed three <br /> areas where the statutes go into more detail than the County's ordinance. 1) The Board of Adjustment should <br /> be the board that hears appeals of HPC decisions regarding Certificate of Appropriateness applications (COA). <br /> 2) The HPC's opportunity to consider reviewing changes to some interior rooms in Local Landmarks with the <br /> Historic Preservation Commission Minutes August 25, 2010 Page 1 <br /> �I <br />
