The staff shall present the application background and staff <br /> 2 recommendation. <br /> 3 <br /> 4 e. The Commission shall receive testimony from persons in favor of <br /> 5 the COA. <br /> 6 <br /> � f. The Commission shall receive testimony from persons opposed to <br /> 8 • the COA. <br /> 9 <br /> �o g. Discussion of the case by Commission members. <br /> 11 <br />� 12 h. The Commission shall make its decision and may approve, approve <br /> i 13 with conditions or deny the application. In making its decision, the <br /> 14 Commission shall make findings of fact indicating the extent to which <br /> 15 the application is or is not consistent with the historical character and <br /> 16 qualities of the historic district and/or historic landmark, whichever <br /> 1� is applicable.
