Notification of Propertv Owners. The Department of Environment, <br /> 11 A�riculture, Parks and Recreatio:�.:.a��.....,,.�� 4�.0 pv.�vuia.z. <br /> 12 �'^^�°~'�•^t;^�, '�°r�r*,r°T* shall mail a notice to the applicant and owners <br /> 13 of property within 500 feet of the property under consideration using the <br /> 14 address list provided by the applicant after the addresses have been <br /> i s checked against the Orange County tax listings. The notice will be <br /> 16 mailed by certified mail at least fifteen (15) days prior to the <br /> 1� Commission meeting at which the case is to be heard. <br /> is <br /> 19 8.2. Agenda and Staff Report Mailed to Commission. A meeting agenda and <br /> 2 o a staff report for each application will be mailed to the Commission <br /> 21 members at least five (5) days prior to the meeting at which the <br /> 2 2 application is to be considered. <br /> 23 <br /> 24 8.3. Hearin�s. The Commission shall conduct its hearings as generally <br /> 2 s outlined below, except that the Chairperson of the Commission may, at <br /> 2 6 his or her discretion, amend the procedures as necessary for the <br /> 2� expeditious conduct of the Commission's business. All applications for a <br /> 2 s COA shall be acted upon within forty-five (45) days of the meeting at <br /> 2 9 which the staff report is presented. Failure to act on an application <br /> 3 o within the forty-five (45) day period shall mean that the application is <br /> 31 deemed approved. The period may be extended to a date certain with <br /> 3 2 the consent of the applicant. <br /> 33 <br /> 34 a. The Chairperson shall call the hearing to order. <br /> 35 <br /> 3 6 b. The Chairperson shall acknowledge that the proceedings are <br /> 3� being recorded and that written minutes of the meeting will be <br /> 3 s kept. The Chairperson may also establish time limits for each <br /> 3 9 side of the issue and for each individual speaker. <br /> 40 <br /> 41 c.
