Any member, 3 including the Chair, may make or second a motion. A substantive 4 motion (non-procedural motion) is out of order while another substantive s motion is pending. A motion may be withdrawn by the introducer at any 6 time before a vote. � 8 4.6. Debate.�oz� The Chair shall state the motion and then open the floor to 9 debate on it. The member who made the motion is entitled to speak i o first. A member who has not spoken on the issue shall be recognized 11 before someone who has already spoken. 12 13 4.7. Procedural Motions. In addition to substantive motions, the following 14 procedural motions, and no others, shall be in order in the following 15 priority: 16 1� a. To adjourn. This motion may be made only when action on a 1 g pending matter concludes. It may not interrupt deliberations of a 1 g pending matter. 20 2 i b. To take a recess. 22 2 s c. Call to follow the agenda. The motion must be made at the first 2 4 reasonable opportunity or it is waived. 25 2 6 d. To suspend the rules. 27 2 s e. To defer consideration. A substantive motion, consideration of 29 which has been deferred, expires one hundred (100) days 3 o thereafter unless a motion to revive consideration is adopted. 31 32 f. Call of the previous question. The motion is not in order until 3 3 there has been at least twenty (20) minutes of debate, and every 3 4 member has had an opportunity to speak once. 35 36 g. To postpone to certain time or day. 37 3 s h. To refer to a committee. Sixty days after a motion has been 3 9 referred to a committee, the introducer may compel consideration 4 0 of the measure by the entire Commission, regardless of whether 41 the committee has reported the matter back to the Commission. 42 7
