1/�, <br /> County of Orange, Historic Preservation Commission Rules of Procedure, Adopted Apri122, 1992 <br /> 1 <br /> 2 4.5. Motions.[o�� The Commission shall proceed by motion. Any member, <br /> 3 including the Chair, may make or second a motion. A substantive <br /> 4 motion (non-procedural motion) is out of order while another substantive <br /> s motion is pending. A motion may be withdrawn by the introducer at any <br /> 6 time before a vote. <br /> � <br /> 8 4.6. Debate.�oz� The Chair shall state the motion and then open the floor to <br /> 9 debate on it. The member who made the motion is entitled to speak <br /> i o first. A member who has not spoken on the issue shall be recognized <br /> 11 before someone who has already spoken. <br /> 12 <br /> 13 4.7. Procedural Motions. In addition to substantive motions, the following <br /> 14 procedural motions, and no others, shall be in order in the following <br /> 15 priority: <br /> 16 <br /> 1� a. To adjourn. This motion may be made only when action on a <br /> 1 g pending matter concludes. It may not interrupt deliberations of a <br /> 1 g pending matter. <br /> 20 <br /> 2 i b. To take a recess. <br /> 22 <br /> 2 s c. Call to follow the agenda. The motion must be made at the first <br /> 2 4 reasonable opportunity or it is waived. <br /> 25 <br /> 2 6 d. To suspend the rules. <br /> 27 <br /> 2 s e. To defer consideration. A substantive motion, consideration of <br /> 29 which has been deferred, expires one hundred (100) days <br /> 3 o thereafter unless a motion to revive consideration is adopted. <br /> 31 <br /> 32 f. Call of the previous question. The motion is not in order until <br /> 3 3 there has been at least twenty (20) minutes of debate, and every <br /> 3 4 member has had an opportunity to speak once. <br /> 35 <br /> 36 g. To postpone to certain time or day. <br /> 37 <br /> 3 s h. To refer to a committee. Sixty days after a motion has been <br /> 3 9 referred to a committee, the introducer may compel consideration <br /> 4 0 of the measure by the entire Commission, regardless of whether <br /> 41 the committee has reported the matter back to the Commission. <br /> 42 <br /> 7 <br />
