/fs', <br /> County of Orange, Historic Preservation Commission Rules of Procedure, Adopted April 22, 1992 <br /> 1 otherwise have the approval of the Chair to vote on such matter. The <br /> 2 Chair's approval shall be contingent on the assurance by the mernber that <br /> 3 the member has read any material distributed to the Commission <br /> 4 members related to the matter and the minutes of any meeting at which <br /> s the matter was discussed. <br /> 6 <br /> � 4.3. Impartiality Required. No Commission member shall discuss any <br /> s application with any parties prior to the Commission's deliberations on <br /> 9 such application unless the member has notified the Chair in advance of <br /> lo such discussions. The major points of such discussions shall be entered <br /> 11 into the record of the minutes of the meeting at which an application is <br /> 12 considered. <br /> 13 <br /> 14 Members may seek and/or receive information pertaining to the <br /> 1 s application from any other member of the Commission or its staff prior <br /> 16 to the hearing. In addition, personal visits to view a site or building <br /> 1� prior to the hearing and which do not involve discussions with an <br /> 1 s applicant are permitted. <br /> 19 <br /> 2 0 4.4. Conflict of Interest. No Commission member shall take part in any <br /> 21 hearing, consideration, determination or vote concerning a property in <br /> 22 which the Commission member or a close relative (spouse, sibling, child <br /> 23 or parent): <br /> 24 <br /> 2 s a. Is the applicant before the Commission; <br /> 26 <br /> 2� b. Owns property within 100 feet of the subject property; or <br /> 2s <br /> 2 9 c. Has a financial interest in the subject property or improvements <br /> 3 o to be undertaken thereon. <br /> 31 <br /> 32 In addition, a Commission member may request to be excused from <br /> 3 3 taking part in any hearing, consideration, determination or vote <br /> s 4 concerning a properry in which a business associate or employer of the <br /> 35 Commission member: <br /> 36 <br /> 3� d. Is the applicant before the Commission; <br /> 38 <br /> 39 e. Owns property within 100 feet of the subject properry; or <br /> 40 <br /> 4 i f. Has a financial interest in the subject property or improvements <br /> 4 2 to be underta.ken thereon. <br /> 6 <br />
