//y, <br /> County of Orange, Historic Preservation Commission Rules of Procedure, Adopted Apri122, 1992 <br /> 1 <br /> 2 3.9. Attendance. <br /> 3 <br /> 4 a. A member who will be unable to attend the regular meeting of <br /> 5 the Commission must contact the Chair or Secretary at least 24 <br /> 6 hours before the scheduled meeting and indicate the general <br /> � reason for being absent. Earlier notification is encouraged. The <br /> 8 Commission will be notified of the absence and reason at the <br /> 9 meeting. <br /> io <br /> i i b. Any members of the Commission who miss more than three <br /> i 2 consecutive meetings or public hearings, or who miss more than <br /> 13 one-half of the meetings in a calendar year, for something other <br /> 14 than an approved absence as determined by the Chairperson, may <br /> 15 lose their status as member of the Commission and may be <br /> 16 replaced by the Board of Commissioners. <br /> l� <br /> 1 s c. Absence due to sickness, death of an unmediate family member, <br /> 19 professional leave, or other valid reason shall be considered <br /> 2 o approved absence and shall not affect the member's status. <br /> 21 <br /> 22 d. In the event of a long illness or other cause for prolonged <br /> 2 3 absence, the member may be replaced. <br /> 24 <br /> 2 s SECTION 4: Conducting <br /> 26 <br /> 2� 4.1. Decisions. The vote of a majority of those members present shall be <br /> 2 8 sufficient to decide any matter before the Commission, provided a <br /> 2 9 quorum is present. No member shall be excused from voting except as <br /> 3 o required in Section 4.2. or Section 4.4. In all other cases, a failure to <br /> 31 vote by a member who is physically present in the meeting room or who <br /> 32 has withdrawn without being excused by a majority vote of the <br /> 33 remaining members, shall be recorded as an affirmative vote. A <br /> 3 4 negative vote or a tie vote on a motion to approve a Certificate of <br /> 3s Appropriateness shall constitute a disapproval of the application. Voting <br /> 3 6 will be by roll call of the Commission members for decisions related to <br /> 3� the issuance of Certificates of Appropriateness or for other business for <br /> 3 a which a roll call is deemed necessary by the Chair. <br /> 39 <br /> 4 0 4.2. Qualifications to Vote. No Conunission member shall vote on any <br /> 41 matter before the Commission unless that member shall have attended <br /> 42 the Commission's previous deliberations on such matter, or shall <br /> 5 <br />
