Special meetings may be called by the Chair or by <br /> 2 written request of two (2) members of the Commission submitted to the <br /> 3 Commission or Chair. Written or oral notice of special meetings shall <br /> 4 be given to all members at least forty-eight (48) hours prior to the <br /> 5 meeting and shall state the time, place, and purpose of the meeting. <br /> 6 <br /> � 3.3. Cancellation of Meetin�s. Whenever there is no business to come before <br /> s the Commission, the Chair may dispense with a regular meeting by <br /> 9 giving notice to all members not less than twenty-four (24) hours prior to <br /> 1 o the time set for the meeting. <br /> il <br /> i 2 3.4. uorum. A quorum shall consist of four (4) members of the <br /> 13 Commission. The number required for a quorum shall not be affected <br /> 14 by vacancies. A member who has withdrawn from a meeting without <br /> ls being excused by a majority vote of the remaining members present shall <br /> 16 be counted as present for the purpose of determining whether or not a <br /> 1� quorum is present. <br /> 18 <br /> 19 3.5.
