Purpose. To establish procedures for organizing the business of the <br /> 9 Orange County Historic Preservation Commission, hereafter referred to <br /> lo as the Commission, in executing its duties and responsibilities. <br /> 11 <br /> 12 1.2. General. The Commission shall be governed by the terms of the <br /> i 3 Historic Preservation Commission Ordinance and by the terms of <br /> 14 Chapter 160A, Article 19, Part 3C, of the N.C. General Statutes as they <br /> 1 s may be amended or revised and by these rules to the extent that they do <br /> 16 not conflict with the law. For procedures not covered by these rules, the <br /> 1� Commission shall follow the rules contained in Robert's Rules of Order, <br /> i 8 Revised, except that the legal requirements for Certificates of <br /> i 9 Appropriateness will supersede Robert's Rules. � <br /> 20 <br /> 2 i SECTION 2: Of�cers <br /> 2 2 Amended <br /> 23 2/24/1993 <br /> 24 2/22/2006 <br /> 2 s 2.1. General. The Commission shall be composed of seven (7) <br /> 2 6 members, all of whom shall have demonstrated special interest, <br /> 2� experience, or education in history, architecture, landscape architecture, <br /> 2 s archaeology or related fields. All members shall reside within the <br /> 29 territorial jurisdiction of Orange County. <br /> 30 <br /> 3 i 2.2. Chair. The Chair shall preside at all meetings and public <br /> 32 hearings, make committee appointments, and decide all points of order <br /> 33 and procedure subject to these rules unless directed otherwise by a <br /> 34 majority of the Commission in session at that time. The Chair shall have <br /> 3 5 the right to vote but shall not have the right to break a tie vote in which <br /> 3 6 he or she participated. <br /> 37 <br /> 3s 2.3. Vice Chair. The Vice Chair shall serve as acting Chair in the absence <br /> 3 9 of the Chair and at such time have all the powers, duties, and voting <br /> 4 o rights as the Chair. <br /> 41 <br /> 1 <br />
