%/ <br /> 1 A historic district is a cluster of properties, which can be identified as a group based <br /> 2 on a specific theme or period of construction. Examples in urban settings typically <br /> 3 include neighborhoods where the majority of the houses were built during a <br /> 4 particular timeframe, such as the antebellum period, or share a common style, such <br /> 5 as Arts and Crafts. Rural historic districts may focus on a mill, a certain landscape <br /> 6 feature such as a river, or a neighborhood store and crossroads. Districts have <br /> � defined boundaries. In order for the boundaries to follow practical landmarks some <br /> s properties may be included that do not add to the overall theme; these properties <br /> 9 are referred to as "non-contributing." The property tax deferral program does not <br /> lo extend to properties in local historic districts—contributing or non-contributing. A <br /> 11 district may contain properties that have less significance than an individual <br /> 12 landmark but still contribute to the overall theme of the district. As of 2009, the <br /> 13 County has not designated any local historic districts. <br /> 14 <br /> is What Makes a Property Worthy of Designation? <br /> t6 Most designation programs use a criteria system to - � - <br /> 17 evaluate the architectural and historic significance of �� +� <br /> 18 properties based on the National Register of Historic - � <br /> 19 Places. This ensures that all sites are assessed using � ' <br /> ;�" ; <br /> 2o a consistent approach, limiting the potential for � <br /> 21 favoritism toward a particular owner. The HPC ��� ��� ��� <br /> 22 measures the "value" of potential Local Landmark and � <br /> 23 Local Historic District properties based on the seven <br /> 24 criteria listed below. <br /> 25 Criteria Brief Explanation <br /> 26 <br /> 2� Resource Type Is the property listed in the National Register? Does it include a <br /> 28 building complex orjust an individual building? <br /> 29 Age What is the approximate age of the structure or complex? <br /> 30 <br /> 31 Historic Significance Is the property linked to a famous person or a person of local <br /> 32 importance, or an important historic event? <br /> 33 Architectural Significance Was the house designed by a well-known architect? Is it an <br /> 34 example of a nationally popular style? <br /> 35 <br /> 36 Environmental Significance Does the farm still look like a historic farmstead? <br /> 37 Contributing Features Does the property have other features that contribute to our <br /> 38 knowledge of the site and add to its historic or cultural value such <br /> 39 as outbuildings and farm equipment, fountains or statues, etc. <br /> 40 Integrity Common buildings gain significance as they get older if they retain <br /> 41 their original features, particularly as fewer examples survive. For <br /> 42 example, a turn of the twentieth century rural farmhouse may <br /> 43 become more significant over time if it still has its original windows, <br /> 44 siding, porch posts and chimneys on the exterior, and mantels, <br /> 45 stair trim and beadboard on the interior. A high-style 1850s house <br /> 46 constructed with a two-story porch may lose significance if it is <br /> 4� updated with synthetic siding, new windows, modified porch, etc. <br /> 48 <br /> 49 In addition, since local designation programs are a form of overlay zoning, properties <br /> so must be located in Orange County's planning jurisdiction to be eligible for local <br /> 51 landmark or local historic district status.
