/D2, <br /> 1 landmark or within the historic district until after an application for a Certificate of <br /> 2 Appropriateness as to exterior features has been submitted to and approved by the Commission. <br /> 3 <br /> 4 (b) —Where a building permit or other permit is required for the purposes of I <br /> 5 constructing, altering, moving, deconstnictin�or demolishing buildings or structures, a <br /> 6 Certificate of Appropriateness shall be approved by the Commission prior to the issuance of the <br /> 7 permits. A Certificate may be issued subject to reasonable conditions but shall be required <br /> 8 whether or not a building or other permit is required. <br /> 9 <br /> 10 (c) For purposes of this Oerdinance, "exterior features" shall include the following: � <br /> 11 <br /> 12 �,1�.- The architectural style, general design, and general arrangement of the exterior of a ( <br /> 13 building or other structure, including: <br /> 14 <br /> 15 a. The kind and texture of the building material; <br /> 16 b. The size and scale of the building or structure; and <br /> 17 c. The type and style of all windows, doors, fences, steps and pavement, light <br /> 18 fixtures, signs, and other appurtenant features. <br /> 19 <br /> 2 0 �2.-� Historic signs, significant landscapes, and archaeological and natural features of the area. � <br /> 21 <br /> 2 2 �3.-� In the case of outdoor advertising signs, "exterior features" shall be construed to mean � <br /> 2 3 the style,material, size and location of all such signs. <br /> 24 <br /> 25 (d) Except as provided in (e)Uelow,�the Commission shall have no jurisdiction over I <br /> 2 6 interior arrangement and shall take no action under this Oerdinance except to prevent the <br /> 2 7 construction, reconstruction, alteration, restoration, moving or demolition of buildings, <br /> 2 8 structures, appurtenant features, outdoor advertising signs or other significant features-which I <br /> 2 9 would be incongruous with the special character of a historic district or landmark. <br /> 30 <br /> 31 (e) Notwithstandin� subsection (d) of this section iurisdiction of tlie Conm�ission <br /> 32 over interior spaces shall be limited to �ecific interior features of architectural, artistic or <br /> 33 historical si�nificance in publically owned landmarlcs• and of privatelv owned historic landmarks <br /> 34 for which consent for interior review has beeil ivg en bv the owner. Said consent of an owner for <br /> 35 interior review shall bind future owners and/or successors in title provided such consent has <br /> 3 6 been filed in tlie Office of the Re�ister of Deeds and indexed accordin� to the name of the owner <br /> 3 7 of the proUertv in the �rantee and �rantor indexes The laudnlark desi�nation shall specify tl�e <br /> 38 interior features to Ue reviewed a�id the s�ecific nahire of the Cominission's iurisdiction over the <br /> 3 9 interior. <br /> 40 <br /> 41 f( �) The State of North Carolina, including its agencies, political subdivisions, and � <br /> 4 2 instrumentalities, Orange County, and all public utilities shall be required to obtain a Certificate <br /> 4 3 of Appropriateness for construction, alteration, moving, deconstructing or demolition within a I <br /> 4 4 historic district or on designated landmarks. <br /> 45 <br /> 4 6 Section 5.2 Certain Chan�es Not Prohibited <br /> 47 <br /> 4 8 (a) Nothing in this Oerdinance shall be construed to prevent the ordinary � <br /> 4 9 maintenance or repair of any exterior architectural feature in a historic district or on a landmark <br /> 5 0 which does not: <br /> 14 <br />
