2. The addition of other parties to this agreement shall be <br />by consent. of the current parties. <br />Procedure for withdrawal fronrtldecision not to renew the <br />agreement <br />1. A. party may not withdraw from the agreement, until it <br />holds a public hearing on the proposed withdrawal <br />followed by written notice to the other parties within 30 <br />days of the public hearing. The provider must <br />have adequate system capacity; technical capability and <br />financial assets to address system problems 'Within its interest <br />area without compromising service to crent customers. <br />G.
