I-7 � <br />Jay Bryan: In terms of the Resolution in the packet, it consists of Conditions of Approval and <br />Findings of Fact. Are we being asked to make both recommendations? <br />Glenn Bowles: That is correct. <br />Craufurd Goodwin: It looks like there are no structures within 350 feet. Is that correct? <br />Robin Blanton (Piedmont EMC): There is an existing garage. <br />Craufurd Goodwin: Does this constitute any danger to the people there? <br />Robin Blanton: There is no danger to them. They are not there all the time. <br />Rusty Monroe: We made a positive recommendation. This particular applicant has gone through <br />more hoops than usual. We have been overly stringent but we wanted to err on the side of safety. <br />The need for the tower has been proven. There is no need to co- locate on other towers. The <br />purpose of the facility is to provide a trunked two -way communication system for Piedmont <br />Electric to connect three facilities. It also provides rapid restoration of services if there is a <br />natural disaster. <br />Renee Price - Saunders: Is there more need for the emergency services? <br />Rusty Monroe: They have agreed to allow any emergency services to attach to this tower. <br />Renee Price - Saunders: Is that part of this package? Are we trying to facilitate this use? <br />Rusty Monroe: Yes. It would reduce the number of local towers. <br />Craufurd Goodwin: Is there traditionally an area within a certain radius related to the size that is <br />kept free for safety purposes in the event the tower falls over? <br />Rusty Monroe: That is called a fall zone for habitable structures. <br />Craufurd Goodwin: The fall zone does not include the building? <br />Rusty Monroe: Yes. That building is within the fall zone. <br />Glenn Bowles: They have already relocated two fuel tanks to dwell off [outside] the fall zone. <br />Craufurd Goodwin: Is it is okay to have people work in that building within the fall zone? <br />Rusty Monroe: We have never had that issue of an ad hoc use. <br />Robin Blanton: The facility is occupied maybe four or five hours a day. <br />Glenn Bowles: It complies with our setback requirements for the fall zone. <br />Rusty Monroe: Piedmont over - designed this facility, for which they should be complimented. <br />Michelle Kempinski: If there is a need for other towers within 2 '/2 miles maximum, what kind <br />would they be? <br />
