144 <br />3) Lighting: Since it will be more than 199' in height, the tower will require <br />lighting. To minimize the effects of the otherwise unnecessary and <br />preventable "ground . scatter" effect of lighting, Piedmont Electric <br />Cooperative shall use technology that either shields the light from being <br />able to be seen from the ground or that will prevent it from being seen at 12 <br />degrees vertical height for a distance of 1 mile. <br />4) Once Piedmont has met all the conditions of the permit and any other <br />requirements of the'County and a building permit has been issued, they must <br />notify the County's consultant if an inspection is required which is not <br />performed by the County. <br />5) At the completion of construction the Applicant must notif the County's <br />consultant and provide proof that all inspections have been satisfactorily <br />completed and the project. is ready for a final on -site inspection. Upon <br />passing the final inspection by the County's consultant a recommendation <br />regarding the issuance of a certificate of occupancy shall be made. <br />6) After the County's receipt of CMS's final invoice, all moneys owed the <br />County must have been paid before the facility shall be allowed to be used to <br />transmit or receive. <br />7) Piedmont shall not be permitted to actually use the facility to transmit or <br />receive data until the Certificate of Occupancy or its functional equivalent <br />has been issued or risk forfeiting its Permit. <br />This constitutes our recommendation to the County as regards the issuance of a <br />Special Use Permit, including conditions, to Piedmont Electric Membership <br />Corporation for this proposed site.
