This has been proven through the provision of RF <br />Propagation Studies and related narratives, as well as an RF coverage analysis of <br />the effects of using four (4) exiting towers in lieu of erecting a replacement <br />tower. <br />The need relates to the ability to create a secure communications network <br />under the guidelines of the North American Electric Reliability Council in <br />compliance with Homeland Security Guidelines which were issued in response to <br />the events of 9/11, to enable seeniless, reliable and secure radio communications <br />
