19 <br />EXISTING COUNTY REGULATIONS — STREAM BUFFERS: <br />Mitigation /repair of stream buffers (parallel disturbance): <br />• Existing regulations allow for some development within protected <br />stream buffers, specifically driveways, roads, and utility lines. <br />• There are currently no standards to mitigate the disturbance of the <br />stream buffer when these uses are installed, <br />• The existing regulations are too limited and do not address other <br />passive uses that may be acceptable within stream buffers with the <br />use of proper mitigation techniques consistent with DWQ guidelines. <br />A graphic example of this problem is as follows: <br />• • • Required stream buffer area <br />Water <br />Body • • Disturbed Area — under current <br />• •• rules there are no guidelines <br />• regulating this disturbance to <br />• avoid unnecessary destruction <br />• • • of the vegetation within the <br />area. <br />Developable area <br />• • Existing vegetation <br />I: M <br />
