The overall projected sources and uses of funds illustrated in <br /> Attachment A warrants a competitive bid process to confirm the actual hard cost of construction. <br /> Staff has also reached an understanding with the NC State Energy Office to apply awarded <br /> Energy Efficiency and Conservation Block Grant (EECBG) funds to this project in order to <br /> construct a Geothermal heating and cooling system for Link Phase 2. Steps will need to be <br /> taken concurrent to the proposed bid process to formalize the grant transfer. <br /> This action, if and when completed, will result in a fully independent, highly efficient system <br /> designed to match the sustainable performance of the operating Justice Facility geothermal <br /> system. <br /> Staff is studying the feasibility of a larger community geothermal system that could ultimately <br /> �eplace the aging HVAC infrastructure systems supporting the Jail, Court Street Annex, the <br /> upper level of Link Government Services Center, Government Services Annex, the District <br /> Attorney's office, and the Battle Courtroom. Should this study result in a future capital project <br /> recommendation for this proven, highly efficient and sustainable community system, the <br /> independent systems of the Justice Facility and the proposed Link Phase 2 could join this new <br /> infrastructure as a model for sustainable community infrastructure design and operation. <br /> Should the Board approve the Construction Design and Bid process for this project at this <br /> meeting, the project could be developed and constructed commensurate with the following <br /> timeline: <br /> TASK PROPOSED END BY <br /> BEGINNING DATE <br /> DATE <br /> BOCC Action:. Authorization to proceed with Construction Documents 9/21/10 9/21/10 <br /> and Biddin Process <br /> CRZ prepares documents suitable for bidding project and submits , 9/22/10 1 U/22l10 <br /> documents for re ulato a roval <br /> Demolition Phase 10/4/10 11/5/10 <br /> Phase 2 Bid Process 10/25/10 11/24/10 <br /> BOCC Action: Phase 2 Bid Award 12/14/10 12/14/10 <br /> Phase II Construction (est. 6 month duration) 1/24/11 7/29/11 <br /> FINANCIAL IMPACT: Funding is available for project components as follows: <br /> • Project #30035 - Link Center Upfit; approximately $587,000 <br /> o $425,000 of which will be funded via alternative financing approved by Board of <br /> Commissioners in April 2009; to be sold in 2011. <br /> • Project#30018 — HVAC Projects; $90,777 <br /> • Project#30019 —ADA Compliance; $83,942 <br /> • Project#30023 — Building Entry and Access Systems; $75,000 <br /> • EECBG Funds - $177,675 <br /> The funding noted above totals $1,014,394. <br /> RECOMMENDATION: The Manager recommends the Board review the estimated project <br /> costs as presented; and authorize staff to proceed with formal Construction Document <br /> preparation and bidding of the project. <br />
