Property Owners Petition <br />INFORMATION CONTACT: <br />Craig Benedict, Planning Director, <br />245-2592 <br />Mila Vega, Land Use/Transportation <br />Planner, 245-2582 <br />PURPOSE: To consider a petition for abandonment of Secondary Road (SR) 1991 in Chapel <br />Hill Township from the State-maintained Secondary Road System. <br />BACKGROUND:, The North Carolina Department of Transportation (NCDOT) has submitted <br />a petition from the residents of SR 1991 (Lacock Road) to remove SR 1991 from the State <br />Maintenance Program. <br />SR 1991 is a 0.23-mile long gravel road that serves 2 homes. The road was added fo the State <br />Maintenance Program in May 1968 at the property owners' request and prior to NCDOT <br />changing its requirements for roads eligible to be a part of the Program. The previous <br />requirements allowed an unpaved road to become a part of the State's system. <br />Recently, Lacock Road was scheduled for maintenance and NCDOT began its assessment of <br />the road's condition. The homeowners on the road noticed NCDOT staff surveying the area and <br />inquired about the reasons. NCDOT staff explained that the road was due to be paved. In turn, <br />the homeowners asked NCDOT not to perform maintenance and to abandon the road from the <br />State's system. <br />Orange County Planning staff has reviewed the request and finds the request meets the <br />rationale for right-of-way abandonment because the road: <br />1. Could not be extended for the public purpose of transportation network connectivity to <br />other potential development; <br />2. III not divert traffic to other public roads; <br />3. Serves only two lots; and <br />4. Is a dead end. <br />NCDOT has investigated this request (see Attachment 2) and has submitted the petition to the <br />Board of Commissioners for its review and approval.
