2 <br />Dixon Weinstein chose to partner with a firm that excels in animal services/sheltering design: <br />Animal Arts/Gates Hafen Cochrane. The firm, located in Boulder, Colorado, has designed <br />numerous shelters across the nation ranging in size from an 80,000 square foot Denver Dumb <br />Friends League shelter in Denver to the 5,800 foot facility built by the Animal Protection Society <br />of Orange County on Nicks Road, Mebane. The information presented during the interview <br />reflects a strong design sensitivity to the animals, the public and the employees who work in the <br />facility. <br />Other consultants included on the design team include: <br />1. Civil Consultants, Durham, Civil Engineering <br />2. Spring Stoops McCullen Engineering, Durham, Mechanical Engineering <br />3. Neville Engineering; Chapel Hill, Structural Engineering <br />Following Board approval of this item, the design team will kick-off the design process by <br />holding workshops with the Board-appointed design committee and County staff. This will <br />provide an opportunity to exchange ideas, clarify project expectations and solidify the project <br />direction early in the project. <br />Construction of the project is anticipated to begin late-Spring 2008, with completion by Fall <br />2009. <br />FINANCIAL IMPACT: The budget for all elements of the project, as stated in the Capital <br />Investment Plan, is $5.7 million. The design services are quoted at $623,375, including <br />approximately $71,000 for work associated with the Chapel Hill/Orange County regulatory <br />approval process. Based on a $4.5 million construction budget, the fees represent about <br />13.9% of the construction cost. The fees paid to municipalities and utility providers for the <br />Special Use Permit, Zoning Permit, Zoning Compliance Permit, OWASA and Duke Power <br />permits are estimated at $74,000 and are not included in the stated design fee. The detailed <br />cost elements are included on the attached cost proposal. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the terms as <br />cited herein as the basis for a contract that will be prepared and reviewed by the County <br />Attorney and staff; and authorize the Chair to sign the contract on behalf of the Board. <br />
