Approval of Chapel Hill Carrboro City Schools Alternative Financed Capital <br />Project Ordinances for School Renovation Projects <br />The Board considered approving the Chapel Hill-Carrboro City Schools (CHCCS) <br />alternative financed capital project ordinances for school renovation projects. <br />Chair Jacobs said that he would like to know more details about what the Board is <br />approving. He said that a citizen asked him about the Board funding a particular project from <br />the CHCCS alternative financed capital project ordinances. Donna Coffey said that she would <br />get details to him next week. <br />Commissioner Halkiotis said that the same citizen emailed him as well about playground <br />improvements at Carrboro Elementary School, and citizens need to understand that these are <br />decisions by the Board of Education. Donna Coffey said that she has spoken to Steve Scroggs <br />from CHCCS, who told her that Carrboro Elementary playground is in the ordinance as a <br />project. <br />A motion was made by Chair Jacobs, seconded by Commissioner Gordon to approve <br />the Chapel Hill-Carrboro City Schools (CHCCS) alternative financed capital project ordinances <br />for school renovation projects. <br />VOTE: UNANIMOUS <br />6. Resolutions or Proclamations <br />a. Domestic Violence Awareness Month <br />The Board considered a proclamation recognizing October 2006 as Domestic Violence <br />Awareness Month in Orange County. <br />Commissioner Foushee read the resolution. <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to <br />approve the proclamation recognizing October 2006 as Domestic Violence Awareness Month in <br />Orange County. <br />PROCLAMATION TO RECOGNIZE <br />OCTOBER 2006 AS <br />DOMESTIC VIOLENCE AWARENESS MONTH IN ORANGE COUNTY <br />WHEREAS, domestic violence is a pattern of coercion and control in an intimate partner <br />relationship where one person uses violence to gain power and control over their <br />partner; and <br />WHEREAS, domestic violence includes not only physical, but also mental abuse, emotional <br />abuse, financial abuse, isolation and sexual abuse; and <br />WHEREAS, according to the National Violence Against Women Survey, nearly 25 percent of <br />American women report being raped and/or physically assaulted by a current or <br />former spouse, partner, or date at some time in their lifetime; and <br />WHEREAS, in North Carolina, according to the North Carolina Coalition Against Domestic <br />Violence, at least 330 women, men, and children have been murdered as a <br />result of domestic violence since January 1, 2002; and <br />
