Blanton, PE, Manager of Engineering, Piedmont EMC <br />Robert Davis, Current Planning Supervisor <br />Glenn Bowles, Planner ff <br />From: Rich Shaw, Land Conservation Manager <br />Tina Moon, Land UWPreservation Planner <br />Date: August 25, 2006 <br />Re: Piedmont Electric Membership Corporation <br />Cell Tower Replacement <br />Thank you the opportunity to review and comment on your application to replace the existing <br />cellular tower at 2500 Highway 86 South (TMBL# 4.45..22), in Orange County with a taller unit. <br />As you know the 34 -acre parcel is located along a section of "new" NC 86 that is changing from <br />rural to low- and medium - density residential. <br />The attached map identifies properties included in our countywide inventory of historic <br />resources (50 years or older) that are located within a three - quarter mile and one and one -half <br />mile radius of the subject property. As you can, there are no identified sites within the three - <br />quarter mile radius.. There are two documented sites within the one and one -half mile radius — <br />Blackwelder Service Station (OR 1006) and Rigsbee's Rock House (OR 1b). Rigsbee's Rock <br />House is listed in the National Register of Historic Places and is one of only four properties <br />designated as an Orange County Local Landmark. It is likely, however, that both properties will <br />be somewhat visually shielded from the tower due to the I -85 corridor. <br />You should receive similar information through your environmental review process with the <br />State Historic Preservation Office ( hM2:// www .hpg.dcr.state.nc.us /er.htLn). While it is unlikely that the proposed cellular <br />tower would pose significant adverse impacts to the forest itself, it would be prudent for the <br />applicant to consult with the Duke forest manager to make sure that the tower would not <br />interfere with any of the current or proposed research activities, nor with the public educational <br />and recreational activities planned for this section of the forest.
