Telecommunication Tower Application 46 <br />Piedmont Electric Membership Corp <br />ORANGE COUNTY ORDINANCE 6.18 COMPLIANCE DOCUMENTATION <br />Telecommunication Towers and Equipment <br />The following compliance documentation is provided to assure Orange County, North <br />Carolina, that Piedmont Electric Membership. Cooperative Inc. (PEMC) is willing and <br />has complied with all provisions of the above mentioned Ordinance 6.18 as last amended <br />on February 3, 2004. This information has been prepared for PEMC by Alexander Utility <br />Engineering, Inc. who certifies that all information included has been prepared in <br />accordance with standards adopted for utility -based homeland security two -way radio <br />systems. <br />Synopsis: This documentation is issued in support of a planned 350'(ft) self - <br />supporting telecommunication tower to support a private two -way radio <br />system for Piedmont Electric Membership Cooperative Inc. at it's <br />corporate headquarters, 2500 Hwy 86 South, Hillsborough, N.C. This <br />new tower will replace an existing 220'(ft) tower located at the same <br />location. This service will not be typical cellular telephone service but <br />will be a private "homeland security - first responder" network used to <br />support electric utility operations. <br />Included in Tab 6 of this Application Package are the security guidelines <br />established for the Electric Utility Sector as defined by the North <br />American Electric Reliability Council (NERC) as a response to homeland <br />security measures initiated as the result of 9/11 events. The availability of <br />a reliable two -way private radio system is a key component of these <br />guidelines. This tower application is in support of those services for <br />Piedmont Electric Membership Cooperative, Inc. <br />6. 18.2 Telecommunication Tower and Equipment as Principal Use <br />The referenced new tower is in compliance with Provision # a)3). A <br />special zoning of "PDOI" (Planned Development Office and Institution) <br />has been obtained for this location. Since this is the site of PEMC <br />Headquarters, the site is not planned to be re- developed for purposes other <br />than the existing operations. All provisions to obtain a Special Use Permit <br />(SUP) including the balloon test, public hearing and payment of fees have <br />been completed. <br />6.18.3 Antennas Not Located on Telecommunication Towers <br />PEMC understands the desire of Orange County to locate as many <br />antennas as possible in "stealth" locations.
