136 <br />March 30, 2006 <br />Dear Orange County Property Owner: <br />This letter is to notify you that .Piedmont Electric Membership Corp. is planning on <br />replacing its existing 200' (ft) communication tower with a new 350' (ft) communication <br />tower on its headquarters property located at 2500 Hwy 86 South. Piedmont Electric <br />Membership Corp. will make application to the Orange County Planning and Inspections <br />Department for ari amendment to the Planned Development Special Use Permit to include <br />the new tower: <br />You are being notified as one of the nearby property owners that must be notified <br />according to the Orange County planning regulations. <br />According to the regulations, Piedmont Electric Membership Corp. must provide a <br />balloon test to determine what visual impacts might be created by this new tower. <br />Therefore, this letter is notifying you that on Saturday, April 22, 2006, from Sam to <br />12pm, a balloon will be floated at the elevation of the new tower. In case of inclement <br />weather, a back - update of Monday, April 24, 2006 from Sam to 12pm will be set for the <br />test. <br />A balloon test notification sign will be posted at the front of the subject property with <br />directional arrows posted at intersections and nearby roads. Piedmont is required to fly a <br />brightly colored balloon at the height of the proposed tower as well as notifying all <br />landowners within 1,000' (ft) of their property no less than fourteen (14) days in advance <br />of the test date. <br />As a property owner you will have the opportunity. to observe this test. <br />The new tower is being constructed by Piedmont Electric Membership Corp. to improve <br />the two -way radio coverage in our service area.
