<br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 3, 2006 <br />Action Agenda <br />Item No. ~- K <br />SUBJECT: Design Services for Central Recreation Restroom Refurbishment <br />DEPARTMENT: Purchasing/ Public Works PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Reese Noland & McElrath Proposal INFORMATION CONTACT: <br />Pam Jones 245-2652 <br />Wilbert McAdoo 245-2625 <br />Wayne Fenton 245-2628 <br />PURPOSE: To consider authorizing a contract for professional services with Reece, Noland & <br />McElrath, Inc. for design work for replacement of restroom fixtures, water and wastewater lines, <br />and all surface treatments (floors, walls, ceilings), including identification of water conserving <br />measures and fixtures. <br />BACKGROUND: The existing restrooms (including fixtures, water and wastewater lines, and <br />surfaces) for the Central Recreation Center at the Richard E. Whiffed Human Services Center in <br />Hillsborough are believed to be largely original to the building (circa 1957). The existing <br />configuration does not meet the Americans with Disabilities Act (ADA) code requirements. In <br />addition, water and wastewater plumbing lines (which are approximately 50 years old) are <br />subject to leaks and failures. These could result in lost water resources, increased cost to the <br />County, and inconvenience to customers. <br />Design services for restroom improvements will reflect the County's commitment to <br />greenbuilding principles, and will include specification of appropriate water conserving fixtures <br />(e.g. waterless urinals), locating fixtures to meet ADA requirements, re-routing and replacement <br />of water and wastewater lines, and replacement of surface treatments and stall dividers. <br />Staff proposes retaining the services of Reese, Noland & McElrath to design upfits of the four <br />restrooms in the building, including identification of minimal water consuming fixtures, rainwater <br />collection, etc. <br />FINANCIAL IMPACT: Reece Noland & McElrath would perform design services at a cost of <br />$17,800. Funding for this work (from Two-Thirds Net Debt Reduction Bonds) has already been <br />appropriated by the Board in a capital project ordinance covering repairs to Central Recreation. <br />RECOMMENDATION(S): The Manager recommends that the Board exempt this project from <br />the qualification-based selection process for architect services as allowed by GG 143-64.32 and <br />approve a contract with Reece Noland McElrath in the amount of $17,800 for design services for <br />the upfit of the four existing restrooms located in the Central Recreation building; and authorize <br />the Purchasing Director to execute paperwork as may be required. <br />
