33 <br /> .Y� <br /> P R O C L A M A T I O N <br /> SOCIAL SERVICES EMPLOYEES APPRECIATION WEEK <br /> WHEREAS, Social Services employees administer a wide range of service programs designed <br /> to provide Orange County citizens basic resources and social work services -to' <br /> maximize their well-being and self determination; and, <br /> WHEREAS, Social Services Employees act on behalf of all citizens to prevent abuse, <br /> neglect, and exploitation of children and disabled adults, and when necessary, <br /> intervene to protect them; and, <br /> WHEREAS, Social Services Employees are caring professionals who are committed to serving <br /> Orange County citizens in a compassionate, confidential manner; and, <br /> WHEREAS, Orange County wishes to set aside a special week to recognize the vital <br /> contributions of Social Services Employees in Orange County; and, <br /> NOW THEREFORE, We, the Orange County Board of Commissioners proclaim April 23, 1990 <br /> through April 27, 1990 as "Social Services Employees Appreciation Week" in <br /> Orange County, and urge all citizens to join us in honoring our Social Services <br /> Employees. <br /> VOTE: UNANIMOUS <br /> IX. REPORTS <br /> A. ORANGE COUNTY HUMAN RELATIONS COMMISSION REPORT - JEAN BOLDUC <br /> Jean Bolduc, Chair of the Human Relation Commission, gave this report. She <br /> briefly described each of the five subject areas on which public hearings were held. She <br /> emphasized some of the key areas in which the Commission feels there is discrimination. <br /> She outlined the goals of the commission and recommended a phased-in approach toward <br /> achieving those goals. A copy of Ms. Bolduc's complete presentation is in the permanent <br /> agenda file in the Clerk's Office. <br /> It was the consensus of the Board to refer the recommendations in the Human <br /> Relations Commission report to the Manager requesting him to bring back to the Board <br /> a list of recommendations that may pursued this year. <br /> County Manager John Link stated that there is a committee working on an AIDS <br /> policy for Orange County employees. <br /> B. LONG TERM CARE FORUMS EVALUATION AND RECOMMENDATIONS _ ROSA MACK, CHAIR OF <br /> THIS COMMITTEE <br /> This report was given by Rosa Mack, Chair of the Long Term Care Committee. <br /> Two Long Term Care Forums were held on October 21 and 28, 1989. The Orange County Long <br /> Term Care Advisory Committee, Health, Aging and Social Services and their Boards <br /> sponsored the forum. The theme carried forth in the forum was Long Term Care Choices for <br /> the 1990's -not just a nursing home. The report in its entirety is in the permanent <br /> agenda file in the Clerk's Office. <br /> Motion was made by Commissioner Marshall, seconded by Commissioner Halkiotis <br /> to accept the report and refer to the Manager for a recommendation. <br /> VOTE: UNANIMOUS <br /> C.
